NTSC hardware in PAL mode aspect ratio issue should be fixed now.

Fix 2
should fix ASPI crash, please confirm.

Also includes PAL (in autoscale/FS only + aspect ratio checkbox enabled) pixel aspect ratio fix, Hexaae, please confirm that you don´t see any new issues, thanks PAL display is now about 5% wider and aspect ratio should be 100% correct.

Note that in other modes this tweak is not done because it would look as ugly as with old aspect ratio checkbox enabled (which was removed long time ago.)
