Pixlr editor is a full image editing package that runs in your browser. It takes a lot of its ideas and interface directly from Photoshop, including the main tool bar, as well as layers, layer masks, history and navigation window.

The think that really surprised me was how well it actually works. It has a lot of the tools you find in the full package, and even some filters and other advanced features. Well worth bookmarking for emergencies.
