BitGamer has a number of projects for recent systems, and among these is a Complete Scene release project for the PSP.

So far they have parts 001-100, 101-200, 1101-1200, and 1201-1300 as torrents and ready to download, with the other parts coming soon.
Take into account that even the smallest 001-100 torrent is still over 26GB in size, with the latest 1201-1300 torrent being 55GB. So if you wanted to collect the whole Scene project you will need a lot of storage as I'm guessing this will end up totally over 500GB.
Bit-Gamer also have a lot of other interesting PSP game packs. Among these are the PSP-U collection, which is split into letters and includes all US PSP releases up to May 2007, so it contains a lot of games. This is about 18GB per torrent, spread over a total of 7 torrents.
And there are also a lot of PSX to PSP conversion collections on there too including a nice PSP RPG one.
